While there is some assembly required--you'll need wire strippers and cutters and perhaps a stepladder--the process is straightforward. The included instructions make the process clear (despite many glaring typos): just trim the plug cord to the desired length, attach it to the plug, then mount the dimmer with the included adhesive pad and connect to your lighting source.
